Under the proposed initiative, which advocates hope to put on the 2016 ballot, the possession of up to 3 ounces of cannabis will be legal for all adults 21 and older. However, if the person is an individual that qualifies to be a medical cannabis patient, they can possess up to 12 ounces, or cultivate up to 12 plants. State-licensed retail outlets will be authorized to distribute cannabis to all adults, including those from out-of-state.
